Questions worth asking.
A signed BAA and encryption address HIPAA. Part 2 adds a separate requirement around redisclosure: substance use records generally cannot be passed on without specific patient consent. What a fax provider can give you is the evidence — a per-transmission audit log showing the destination, the timestamp and the sender. What it cannot do is make the consent decision for you.
