Do online fax services bill by the page or by the minute?

A fax plan advertised in pages does not necessarily count only document pages. Several providers' published terms also use transmission or connection time to calculate usage. Under some plans, they compare the document page count with the number of 60-second blocks, including partial blocks, and use whichever is greater. That means a slow transmission can consume more of your allowance than the document's page count suggests. Some terms also allow charges for unsuccessful attempts. To understand what counts toward your plan, check the billing clauses as well as the advertised page allowance.

What “per page” can mean

When a plan includes 500 pages a month, it helps to ask what the provider means by a page.

Under a rule that compares document pages with rounded transmission time, usage increases when the time-based count exceeds the document page count. For example, eFax and Fax.Plus both describe a one-page fax taking one minute and six seconds as counting as two pages. That is a calculation for the transmission, not necessarily separate rounding of every page within a longer fax.

Transmission time can vary with the receiving equipment, line conditions and document content. iFax illustrates the effect in its own terms: five pages averaging two minutes each consume ten credits.

More counted pages may reduce your remaining allowance rather than create an immediate additional charge. The effect on your bill depends on the plan and what happens when its allowance runs out.

What the terms say, provider by provider

Public terms reviewed on the providers' own websites on October 9, 2026. These are published billing provisions, not tests of individual invoices. Check the terms that apply to your plan or order.

  • eFax: Customer Agreement §10.7 applies its time-based calculation to “certain subscription Plans.” It uses the greater of the actual pages sent or received and the count of full or partial 60-second increments of transmission or connection time. Section 10.1 also provides for billing outbound attempts where transmission occurs, even if the fax is not completed. Do not assume §10.7 applies to every eFax plan.
  • Fax.Plus: Product Terms §3.1 compares actual pages with full or partial 60-second increments of transmission or connection time for inbound and outbound transmissions. It expressly includes attempts “whether or not the transmission occurs or is completed.” The section also notes that faxes to certain destinations may count as multiple pages.
  • iFax: Terms of Use §6.8 says pages taking up to one minute count as one page. Longer pages “are billed based on average duration per page,” with the five-page, ten-credit example above. This sets a duration-based calculation but does not spell out the same rounding formula as eFax and Fax.Plus.
  • Documo: The Retail Subscription Agreement's Fax Addendum (Appendix 1, §3) bases per-page prices on a 60-second transmission time and says longer pages may be charged as multiple pages. It also refers readers to their Order Agreement for additional terms.
  • Sfax: The “Charges” section likewise bases per-page prices on a 60-second transmission time and says longer pages may be charged as multiple pages. Its terms also state that a customer's Pricing Proposal may contain terms that supersede the general terms.
  • HumbleFax: Terms §D.6 defines one fax page as “the greater of 60 seconds of transmission time or one document page.” This sets the published counting definition; it does not by itself establish an additional charge on every plan.
  • Notifyre: Terms §5.13.1 says each successfully sent fax page is charged at the advertised or agreed rate. There are qualifications: §5.13.2 applies a fixed start fee to send attempts where a connection is established, and §5.13.3 adds 25% per successfully sent page when High Resolution is selected.
  • SRFax: We reviewed its public Terms of Service and help pages but did not find an explicit time-based page-counting definition. Ask SRFax to confirm the counting rule for your plan; not finding a definition does not establish either method.

How to check any provider in five minutes

  • Open the terms and your plan or order details. Search for “60,” “second,” “duration,” “connection” and “page calculation.” Look for qualifications that limit a rule to certain plans.
  • Check what counts. Confirm whether received faxes, cover sheets, multiple recipients, partial deliveries and unsuccessful attempts use pages or incur charges.
  • Check what happens at the limit. Ask whether extra usage triggers per-page charges, an automatic credit purchase or a service pause. If the terms are unclear, ask for written confirmation for your plan.
